What is HGTM?
HGTM (Humanity Is Greater Than Money) is a mission-driven organization exploring durable, humane solutions to homelessness through permanent housing paired with structured support, accountability, and long-term sustainability.
What problem is this project addressing?
The project focuses on chronic and recurring homelessness by prioritizing permanent housing stability rather than short-term shelter cycles. The goal is to reduce repeated crises, emergency service use, and long-term public costs.
What is being proposed in Phase 1?
Phase 1 is a limited pilot Tiny Home Village designed to test operations, costs, outcomes, and partnerships before any expansion occurs. The pilot is intentionally scoped to reduce risk and allow learning.
Housing & Residents
Is this permanent housing or a temporary shelter?
This project provides permanent housing, not a temporary shelter. Residents are not removed due to inability to pay or temporary setbacks. Support intensity adjusts as needed to promote stability.
Who will live in the village?
Phase 1 is designed to serve single adults, single parents with children, and small family households experiencing homelessness. Priority is given to individuals and families facing chronic or repeated housing instability.
How many housing units will Phase 1 include?
Phase 1 is expected to include approximately 40–50 tiny homes, with a mix of single-occupancy and limited family units. At least 10% of units will be ADA-accessible.
How is accountability handled?
Residents agree to individualized stabilization plans that may include case management, therapy or recovery accountability (when applicable), and participation in employment or skill-building activities. The model emphasizes graduated support rather than punitive eviction.
Location & Community
Where will the project be located?
The pilot is planned for the Owensboro, Kentucky area. Final site selection will depend on zoning feasibility, infrastructure access, cost, and overall community fit.
How much land is required?
Phase 1 is designed for approximately 8–20 acres to accommodate housing, support facilities, circulation, and appropriate buffers.
How will this project affect surrounding neighborhoods?
The project is designed to reduce visible homelessness, lower emergency service demand, and provide managed, accountable housing. Community engagement will be part of site selection and planning.

How much does Phase 1 cost?
Phase 1 is estimated to require approximately $3.2–$4.1 million in one-time capital costs, with annual operating costs of approximately $1.2–$1.4 million.
How will the project be funded?
HGTM intends to pursue a combination of philanthropic funding, foundation grants, government housing programs, and institutional partnerships. Phase 1 does not rely on speculative revenue to operate.
Is this a for-profit project?
No. HGTM is structured as a mission-driven organization. Any cost savings or surplus are reinvested into operations, resident support, or future expansion.
Operations & Governance
Who runs the project?
HGTM is led by its Founder & Executive Director in a volunteer, non-operational role focused on vision and governance. Day-to-day operations will be managed by an experienced Director of Operations / Program Director.
Will the founder manage daily operations?
No. Daily operations, staffing, and compliance will be handled by professional operational leadership to ensure stability and accountability.
Is this project religiously affiliated?
HGTM is inclusive and nonsectarian in its services. While the organization was founded with gratitude and humility informed by faith, participation does not require any religious affiliation.

How will success be measured?
Phase 1 will track outcomes such as housing retention, participation in employment or benefits programs, reduction in emergency service usage, and cost per resident compared to alternatives.
What are the biggest risks?
